Bob Lyles

Founder

Robert Lyles Jr. founded RCL Development in 1995 and is the honorary chairman.  He sold the company to John and Alex in 2023 but remains involved in the company to this day because construction is his passion. He has specialized in custom home development for over two decades in such exclusive coastal communities as Windsor and John’s Island in Vero Beach, Florida, and Rosemary Beach in Florida’s panhandle. A seasoned professional with a degree in Building Construction from the University of Florida and a certified General Contractor’s License from the state of Florida, Lyles has also spearheaded the development of multi-million dollar commercial properties, historical renovations, and numerous commercial renovations throughout the course of his career. His focus is now on the development side of the business.

John Olinger

CEO | Principal

John Olinger is the CEO/Principal of RCL Development. In his 25-year career, he has completed over a billion dollars in real estate transactions across different property types and at all levels of the capital stack, from multifamily, hotel, and residential construction, development, acquisitions, investment sales, senior debt, mezzanine debt, preferred equity, raising capital, financing, bank advisory work, and note acquisitions. He is also the CEO/Founder of Stay Dry Roofing, a construction company with expertise in multifamily & residential exteriors, an Inc 5000 member and multiple times named to the Indianapolis Business Journal list of 25 fastest growing companies. He also owned an import firm which focused on providing quality kitchen and bath building materials to general contractors and developers.  Previously he was the first employee and Managing Director for a commercial real estate investment firm, which grew to over $100 million in annual revenue and 500 employees. He served on the firm’s investment committee and was responsible for sourcing and overseeing all capital investments. After graduating from Indiana University’s Kelley School of Business, he worked in Atlanta and New York City as a Strategy Consultant for Kurt Salmon Associates, a boutique consulting firm that is now part of Accenture. He holds his CCIM designation and resides in Santa Rosa Beach, FL. He’s a husband, proud dad of 4 boys and a black lab, avid tennis player, pickle ball addict, skier, Spanish speaker, real estate investor, and world traveler.

Alex Wells

Alex Wells is the President/Principal of RCL Development and has been working in Luxury Construction as a Project Manager for over 10 years.  Alex holds a Master’s Degree in Real Estate and Construction Management from the University of Denver, and a Bachelor’s Degree in Landscape Design from Penn State.  Since graduating from The University of Denver, Alex has worked on large commercial projects for the Federal Government in San Diego along with managing the construction of multiple luxury ski residences in the Big Sky, Montana area.  In the first quarter of 2020, Alex and his family of four moved from Bozeman, Montana to Vero Beach. Since relocating to Vero Beach Alex has successfully managed several high-end renovations and new builds. Alex brings a wealth of knowledge, and a fresh perspective to RCL Development along with strong communication skills, and leadership.  Alex has set forth intentions to support field supervision, improve processes, and maximize efficiency across all of RCL Development’s current and future projects.

Arturo Spirgatis - Senior Project Manager

ARTURO SPIRGATIS

In his 20 years of professional experience, Arturo has built structures from single family homes to heavy industrial installation in seven different countries and five different states.

Arturo holds an associate in arts Degree in Architectural and Engineering, a bachelor’s in science in Construction Management from Florida International University, MBA from Universidad Andina in Peru, and a General Contractors license in Florida among other certifications in the construction industry.

His passions besides building structures and Legos are to travel with his wife of twenty-five years, spend as much time as possible with his three children and Formula 1.

Jason Focco - Project Manager

JASON FOCCO

Project Manager/Owner’s Rep

Jason Focco is a luxury project manager and native of Vero Beach ,who spent the majority of his 30 yr career doing high-end residential construction in NYC. He’s completed over $500 million in projects including being the original contractor on a half dozen luxury penthouses in the 220 Central Park South building on Billionaires Row in NYC. He’s worked for an array of ultra-high net-worth families and celebrities, most recently refining his craft as a project executive for 5 years at the FIOCCHI Group. He spent 15 years prior to that for a prominent residential real estate developer and worked his way up, from assistant superintendent, to superintendent, estimator, project manager, senior project manager, and project executive. He spent 4 years in the Navy and was discharged honorably as a combat veteran. Jason is glad to be back in Vero Beach working with great families. He has been married for 15 years and has 2 children, lives on the golf course, and loves playing, drinking fine wine, and the occasional game of pickleball.

Kim Eldermann -Controller

KIM EDELMANN

Kim Edelmann, Controller of RCL Development in Vero Beach, Florida, has been with the company since 2001. In this role, she manages all aspects of the office: general and job cost accounting, financial reporting, contract administration, construction bids, payroll, human resources, daily office management and is a valuable advisor to Alex Wells, the President. Committed to RCL, Kim runs the office smoothly and efficiently with a strong work ethic and a focus on customer centricity.

Kim is known in the construction industry  as a seasoned and professional administrator.  Kim’s continued objective is to shape the accounting processes to provide the best possible support to the business as it continues its expansion strategy and takes great pride in her role. Kim states “It’s great to work at a business with a long-standing history of quality and experience, and I am delighted to bring my skillsets to the next stages of that journey.”

Prior to RCL Development, Kim served as Payroll Manager at Seald Sweet Growers where she held Staff Accountant and Assistant Human Resource Manager positions. In South Florida, she worked as a Branch Manager for Household Finance.  Kim attended the University of South Florida in Tampa where she received a Bachelor of Arts Degree in Accounting.

Kim has been a resident of Vero Beach since 1991 and enjoys living in the community. In her spare time Kim enjoys reading, traveling, participating in physical fitness classes, and spending time with her family. Kim is happily married and a devoted mother and grandmother.
